In 1841 James Staveley of Shottle, Derbyshire, is found residing in Birmingham:

One possible clue as to the origins of this Staveley line comes from James' mother Frances. She is staying with James in 1851, and it appears that she married an Edward DAY in Duffield, Derbyshire in 1814, approximately a year after James was born.  Other Staveleys were present in Duffield in the early 1800's, but it is unclear how James connects to them at this time.

In 1851 there is a George Staveley, born in Shottle, Derbyshire, aged 43 years in Alverstoke, Hampshire.  George is a patient at the Royal Naval Hospital, and reported as a Marine Serjeant.  It is assumed that this may be James' brother. George has not been located on any subsequent census.
